Britain had 1815-1870, 1914 if you want to rank their international colonial influence as more significant than America + Germany's economic/military superiority. and Rome was only preeminent in the west for a millennium, on a global scale the contemporary Qin and Han dynasties were undoubtedly superior until Julius + Octavius established Pax Romana, which only lasted a couple centuries.
