On the other hand, Kansas is finally looking to go through with the medicaid expansion. The two biggest things that need fixing are making sure the individual market in rural areas stays viable (and making sure insurance companies can't fuck around and play games like Humana did), and figuring out if there's a way to increase the effectiveness/participation of the individual mandate over time.

I suspect Trump will just continue to work to sabotage Obamacare (like pulling advertising/awareness for sign-ups) and then blame it on Democrats if he creates any instability.

If Democrats were smart, they would make this a huge part of their messaging going forward. They should be very worried about the people who were energized to save the ACA believing the fight is over and going back to sleep.

They'll take an honest shot at tax reform first but in the end you're probably right. I just don't know how they pick up the pieces for tax reform. Working in their favor is that by punting on ACA repeal and replace they are back on schedule for tax reform. They might even go on recess as scheduled in April.
