ok I was wrong in my first response

This is their one shot at using reconciliation. If they fail to pass anything at the end of the 20 hours of debate they do have a few options including this thing called a vote-a-rama where they can trade a minute and 30 seconds each side until eternity proposing amendments trying to get something that can pass. This has never been done before

People seem to think the skinny bill has a chance because they so desperately want to get something to conference with the House. If that blows up they are done and ACA is the law of the land unless they can pass something via normal procedure OR they use next budget's reconciliation on health again which would cost them a shot at tax reform.

So in the case they get a skinny bill through, it still needs to go through the house. If the house rejects it, that still doesn't stop the house from coming up with their own bills and sending them back to the senate, correct?


[edit] I can't imagine the house approving any skinny bill they get through as they have rejected everything else in the past. So I'm trying to figure out wtf is the point of this outside of trying to pretend like they tried. (which very likely could be the whole point)

If skinny passes, the house bill and senate bill go to a joint committee of both houses to find something "acceptable to both houses" then both houses vote of this combined bill.

I mean, I know it's a different procedure, but the house has made it pretty clear that they don't like anything the senate has come up with. Not even close. How are they going to come up with a bill both houses like?

The skinny bill as it stands will collapse the insurance market so it will need to be fleshed out. If it all blows up they have to punt on health care until 2019 or push tax reform to 2019. or find 60 votes in the Senate to pass one.

they won't punt, McConnell is exhausting all possible options to pass something, but i agree at this point they would be better served to fail on healthcare and move on to more popular measures in taxes and infrastructure than succeed with what will inevitably be a deeply unpopular bill.

really it was a colossal strategic error to attempt healthcare reform via reconciliation as their first major legislative endeavor, but that's the way they wanted their crumbling cookie.

It was always going to happen but they had plenty of time for more negotiating and back room dealing. Mcconnell did not need to force the vote this week when two weeks ago he was going to delay recess to continue working on it. He's fed up and wants to get started on tax reform
