Second, I think we need to distinguish which era of challenge modes you're talking about -- TTK/RoI or Age of Triumph? During TTK/RoI challenges did not provide any loot that you couldn't get elsewhere. They dropped the same items as the encounter, just at max level. Maybe my memory of the challenges is off, but if I remember correctly, light level was irrelevant by the time the challenge modes were released. By the time the challenges were released, everyone who was doing the challenges was already max light because of hard mode (or by RoI because drops were easier to come by), so those drops were just infusion fuel. And as long as the drops are at max light level, that aspect is still there. So essentially, during TTK and RoI, challenges just gave an emblem, same as D2.
Now, if I remember, AoT did change that by guaranteeing an exotic primary for completing the challenges. However, and this is admittedly an assumption, I could see the four missing weapons (shotgun, fusion rifle, grenade launcher, and sidearm) dropping from the challenges as well to incentivize players.
Now if your issue is that there are no more raid specific perks, then fine, that's a fair criticism to have. But that's a criticism with D2 in general, not the challenge mode. Again, there is plenty to complain about, but to me, criticizing what they've said about challenge mode drops is not one of those thing.
