Sounds like Marach's BSB. Entry ST -MAG/RES, lightning/dark elemental, commands are short casts. It's close to Cid Raines BSB in regards to overall dps. But doesn't give +MAG on entry or commands.

Was so worried when I saw that they were both 6* (already have Bartz OSB, T.G. Cid OSB, Squall OSB), very happy with my pulls, first mage OSB (On little Krile too :3 ) and first relic for Agrias (which means I can finally use her for a change).

idk, it's got some really, really great relics on it, just the consolation prizes are pretty meh/outdated. i already have all the best stuff on there sans faris USB so it's a hard pass for me, but i don't think it's a bad banner by any stretch.
