I mean Ramza BSB2 is a shout upgrade with good damage on C1 and wrath on C2, so frees up an ability slot as well.

But yeah, Kefka is useless for me as a dark damage dealer because I have Cid's bsb/osb and can pair it with Nabaat's imperil dark bsb

Well you could take them both, or just replace nabaat (imperil's easier to get from magicite anyway).

Kefka's BSB2 is quirky in that it's a lot like Squall BSB2 in that you stack C1, then unload C2 (up to 3 iterations). Sure you lose mag, but the C2 magic coefficient jumps into 6* territory. A bit more damage than meltdown but slightly lower than Neo Bahamut. Add in the en-Dark and has the potential to hit 6x9999.

Downside for Kefka is his w-cast Dark abilities is on an LMR.

That was a misunderstanding by sandslice, the ability is a magic debuff on the targeted enemy, not on himself.
