Lots to cover, but I actually think her lunch program went really poorly, and I can only hope this is something he can actually improve, and honestly, it doesn't take much.
Couple of things:
This is mostly targeted at schools in poverty areas which Obama's plan was trying to help.
1. Free and reduced lunches are usually given to students who's families are in poverty and can't afford to make healthy lunches (or any at all). So for many students just "make their own" isn't an option.
2. Most of the schools in poverty areas do not have lunch staff anymore. Hell, most schools in non-poverty areas don't have them. Most schools in poverty areas don't even have nurses. At my school we go through the Snap program, and every morning they bring in a truck with breakfast, and at lunch they bring in a truck for that. They hand out these premade meals during those times and leave.
3. These foods are absolutely the worst. Most my students just don't eat lunch. I've seen it, and I've tasted a few. They're gross. The lunch secretary has a list she can pick from, and she tries to stick to the menus the kids like, but those are very few and she has to rotate.
4. The laws about what schools can serve are so convoluted and crazy they don't make any sense. So let's take the potato. The potato has a bad rap because of a study done years ago (harvard or yale or something) talking about how people who ate more potatoes tended to be fatter. What was ridiculous about the misinterpretation of that study is it was ANY kind of food made from potato. Aka, if people ate a lot of fries and potato chips they got fat (no shit, sherlock). So potato is banned from school lunches. Even baked potato, mashed potato, or oven roasted fries or some shit. That is just one example, but you might get the idea.
5.They are so obsessed with making everything SO healthy to the point the shit is bland, the kids don't eat it, and then they go home and shove their faces with tacos and pizza.
Honestly, growing up, our cafeteria food was not that bad. I think the bigger issue is portion sizes. Don't act like a kid shouldn't be allowed to eat spaghetti, but make the portion sizes normal, put a little less sauce than maybe they would want. Put less noodles and more salad on the plate. Eating a little unhealthier than they can is still going to be way more healthy than not eating at all.
It really is a mess and needs to be fixed.

Speaking of safe space conservatism, seems like the woman who laughed during Jeff Sessions' hearing is facing prosecution by the Justice Department for the laugh. If convicted she faces a $500 fine and up to six month in jail.
I mean, I don't like to waste food... but I'm a firm believer that if we stopped eating everything in sight we would have more of an appreciation for food and would be much more willing to part with it so that other fuckers could eat.
As it is, I know people who whine about what they're given to eat but don't particularly care what other people get. As long as they feed themselves until they're Hedonism Bot on estrogen they don't really give a shit.
The irony is that we still end up wasting an absurd amount of our food supply (the number I heard recently was 40%).

In addition to what's in the article, I would add three more factoids:
1) Reconciliation has to be used let it pass the Senate with only 50 votes (+roboVP tiebreaker).
2) There are some arguments to be made about whether or not the reconciliation process as it currently exists can even be used on the proposed bill, but the Republicans can rewrite the Senate rules.
3) The Senate Republicans skew more sane than the House, so if the Republicans capitulate to the so-conservative-that-they're-kinda-not House Freedom Caucus then it seems pretty unlikely that they're going to keep 50 out of their 52 votes in the Senate.
