Brief rundown of different visas, all of which are only supposed to be used when domestic employees are unavailable:
H-1B : skilled potentially permanent work. These are the weapon we use to try and brain drain the world.
H-2A : unskilled seasonal agricultural labor. If you want someone to pick tomatoes legally, this would be the vehicle for it. >140k issued in 2015.
H-2B : unskilled seasonal non-agricultural labor. I'm honestly not sure when a company would use this. ~70k issued in 2015

As someone who competes with recipients in the job market, I still feel H-1B visas are legitimate. Sometimes you need to fill a job and you can't find a qualified domestic applicant because the skill set required is so specific.

For unskilled labor, I'm not sure the argument can be made. If you paid more money, you could get unskilled local labor. Really you're applying for an H-2 visa so you can get unskilled labor at your price point, not because people capable of doing the job haven't been born in the US. I guess the cynical arguments in support are:
1) Keeping these companies open provides jobs for citizen managers/neighboring countries, taxes for the government, and cheaper goods.
2) ???
3) Profit

Yep. That's actually a very large number. In Vermont alone I'd guess it's 4-5,000 seasonal workers.

Reading actual legislation is hard. Why bother? Health care is easy...Trump said so himself often enough before his election. We're gonna get much better health care at a lower cost, trust him.
