Trump will not be able to withstand sustained scrutiny backed by subpeona power, the likes of which would be applied if he was actually impeached by the House. Getting there in the House is the harder part.

I assume they are being very circumspect right now because they believe that enough Republicans to make a difference are looking for an off-ramp and they're trying to give them one. That being said, I think the window for this tactic is limited if Republicans don't follow through soon.

The House Judiciary Committee must recommend impeachment. Then the House of Representatives carries out an impeachment vote.

The HJC is made up of 24 Republicans and 17 Democrats. So 5 Republicans at least would have to vote with the Dems to recommend impeachment to start the process - although I don't know whether such a vote could be held in the committee if only 5 Republicans (as opposed to, say, a majority of the Republicans in the committee) wanted to. Could the chairman (Bob Goodlatte) theoretically prevent an impeachment vote by himself? I don't know how congressional committees work.

Dems are doing this for political ammo for 2018. Regardless of whether Paul Ryan denies the vote or the GOP votes no, they will have something to tell voters "see, these guys refuse to impeach this guy. vote them out." etc.
