Japan runs too many of their businesses like a fucking business. Every decision - EVERY GODDAMN decision - is always about how to squeeze max profit out of brand recognition. Smash going all in on every FE character that isnt a scantily-clad waifu or a literal child because the series is making millions. The DBZ crew can't release 2 characters without more Goku because you gotta keep that cash cow brand recognition at the forefront. I'm not sure how we even got Videl in the game, let alone Yamcha and Tien.
You also forgot Driver's Ed Goku, complete with a level 3 that calls in his driving instructor for a head-on collision.
UI Goku was a given and just a matter of time though, no way in hell would they have skipped out on that particular version. Everyone's reaction should be closer to "Finally the hopefully last Goku" instead of "What the fuck yet another Goku".

That would replace Origin/Baby Goku nicely in this pic, but the pic wasn't mine haha. I thought the first 2 were a bit stupid, but the rest made sense. I'm trying to remember without loading up the film if business goku made that face or did it get modified lol

Still holding out for crabfighter battlesuit mech Bulma, but Kefla was way overdue. Glad she finally made it and hope she's viable competitively.
