Sure, it basically incentivizes having to care for the wellbeing of the rest of the tribe because you're dependent upon them for survival. Everyone has a role to play and purpose within their society. What we're seeing more often than not is people just breaking down on account of not having a purpose or anyone who gives a shit about them. Incentivize caring for your fellow man by making his wellbeing necessary for your own survival and keep society small enough that everyone will have something to contribute.

You can make a strong argument that my proposed cure is worse than the ailment, but I'm confident it would all but zero out the behavior.
