I have hypothesized for over a year now that there's a crime ring in DC focused explicitly on getting younger kids involved. You can only read "15-year-old involved in carjacking/mugging/assault/murder" so many times before you get the feeling these kids aren't spontaneously all deciding to do the same crimes in the same area all by themselves.
