    Tying the larger package of Harvey relief to the debt ceiling puts pressure on Republicans who don't want to vote for it and puts pressure on Democrats who might want to extract concessions for bailing Republicans out.

    Since Trump is apparently ending DACA, I think Democrats will be under a lot of pressure to extract that as a concession for helping Ryan/McConnell not fall on their faces again over the debt ceiling or keeping the government open. But if Harvey is tied into something/everything, may be harder since Democrats actually have a heart and don't want to be seen voting against disaster relief.

    This is sort of always the problem for Dems. They care about the people affected when government shuts down. The GOP doesn't care if a shut down kills thousands.

    Never said want them to die. Maybe like Ted Cruz, but the majority just don't care.

    When you are the party of "small government" (i.e. no social safety net) why would you care if the government shuts down and all those programs you hate stop working? Why would you care when all those departments you want to cut, like the EPA and the EEOC, can't hire anyone?

    But when you actually give a shit about people who depend on those programs, when you care government agencies that fill the void a free market can't, then it's a lot harder to be a hold out.

    I don't see how you can look at the healthcare debate we just had and come to any other conclusion. And that's just one example. There's also stuff like Pence trying to block federal aid for Katrina or Cruz doing the same for Sandy.
