I'm given to understand the issue of OIS has less to do with a lack of training and more to do with the wrong type of training.
My understanding, from ex-military friends who avoid law enforcement like the plague, is that cops are trained primarily to identify and neutralize threats and that many trainers emphasize the need for hypervigilance if the officers want to make it home to their loved ones. But you can't point the actions to just one police officer when talking about this sort of thing. There's a system that protects the individual officers. From police unions to attorney generals to judges to even juries. If any one of these points don't convict them criminally and the particular district they work for do anything then we get mad.
And even in some egregious cases the individuals who get fired still manage to get hired for another district or city. There's a system issue and its fucking enraging to see how the military is held to such a insanely higher standard in how it conducts themselves.

They ignore the systematic and institutional support cops have and the protection they get because the American population at large has been fed the propaganda that everyday these people are "going to war" yet lead some of the most boring careers. You get these cops (and there are way too many of them) who have a hero complex and wanna live out their action movie and go immediately to 100 over the most innocuous things especially when it's involving black and brown people.
The end of the day people who do the "well cops kill more white civilians than black people, why are you upset". You should be upset cops are gunning down that many civilians period. And then nothing happens because it's found out putting 50+ rounds into an unarmed person was justified because a group of power drunk sociopaths got trigger happy.

Up in that twitter thread above there were people genuinely suggesting that whites act as human shields for POC because police won't shoot a white person ever. Nah dude, that cop is going to kill the fuck out of you. The trouble with separating race from the issue is that, as we've historically seen with women's movements in the 20th century, "fixing the problem on its own" rarely extends beyond a solution for whites before momentum is lost and mission accomplished banners are hoisted.
