There is a youtube video series of a swordmaster who can in fact cut bullets in half, but only when his personal assistant fires the weapon at a very specific area with tons of prep time.

They should recruit him.

Low FPS videos have shown that cutting a bullet cleanly down the middle actually causes the two halves to veer wildly in opposite directions, basically like the movies.

If you cut the bullet in two directly over center mass both halves would probably hit you, but if someone was shooting at your head for example you could likely avoid being shot.

You'd need to cut the bullet vertically for any of this to make sense. A horizontal cut would just end up with a bullet going into your head, and another one going into your sternum.

From the practicality standpoint, I'd still say it's fiction. Otherwise, seems more like a game of russian roulette as to where the fragments would go.
