The "sign" in the title refers to an alignment in the sky peaking on Sept. 23, whereby Mercury, Venus, Mars, and Jupiter will be around the constellations of Virgo and Leo, together with the sun and moon. Sept. 23 is when Jupiter leaves Virgo after being there for a while.

The "son" leaving the birth canal is Jupiter leaving Virgo. The red dragon is associated by some literalists with Planet X, a planet (wrongly) conjectured to orbit the sun about 90 times more distant than Earth, which, the literalists say, comes every so often to create havoc.

Assault is action the creates an immediate apprehension of a battery in a victim, whether or not battery occurs. Battery is any nonconsensual touching.

He is offering a reward for someone to go pluck out one of her hairs (has to have a follicle). In other words by offering a reward for someone to go perform battery, you are inciting assault (and battery).

Oh ye of little law degree.

He offered a $5000 bounty for someone to pluck a hair from Clinton's head. An assault is "immediate fear or apprehension of an unwanted touching" (battery is that touching brought to fruition). Offering people a cash reward to grab a hair out of someone's scalp is certainly enough to be deemed inciting assault. Didn't do himself any favors by doing it while he was out on bail.

If he specified that it had to be unattached to her, like on the ground at a hair salon or something that would be legal right?

Yeah, if he had said something like "do you have a loose hair of Hillary Clinton's? Must have fallen out naturally and been found by you" he'd still be a huge creep but there's no intent to cause an assault there.
