Joy Boy has been mentioned a couple times throughout the manga though we still don't really know who and what he was. First time we saw the name was back in Fish-Man Island where the Poneglyph located in the Sea Forest was an apology from Joy Boy for not being able to keep his promise to Poseidon. King and Kaido have been searching for someone that could become Joy Boy, with the former hoping Kaido would become the next Joy Boy. That sorta hints that it's a form that certain individuals can become and not specifically just one individual from 900 years ago. The big treasure, One Piece, was left in the last island by Joy Boy and that's probably the main reason Roger named the island Laugh Tale. So yea, details are hella sparse so we're gonna get a chunky lore dump soon.

Oden expected Joyboy to reappear 900 years after the world last saw him, so it's interesting to see Zunesha say he hasn't felt the sensation of the "drums of liberation" in 800 years. This conveniently aligns with what we know about poneglyphs, which were not invented until 800 years prior, so the implication was always that the story of Joyboy's apology could only have been scribed on the Fish-man Island poneglyph a full century after he interacted with Poseidon/Noah. Zunesha's comment might align with the last time he felt the "drums" b/c that was the last time he felt the verve of Joyboy, evoked while dictating the story to the poneglyph scribe; or it may imply that Joyboy lived longer than written records suggest; or it may solidify "Joyboy" as a concept or a rank/form -- a state that many have achieved (like Luffy just has, what Kaido aspired to, and whom Whitebeard and Roger were waiting for). We also know that, at some point, Joyboy became companions with Zunesha; it's rumored Joyboy gave Zunesha the punishment of carrying Zou around the world for the unspecified crime he committed in the past. It's also rumored that Zunesha is about to seriously wreck some shit in Onigashima.

So this is either an awakening of his devil fruit, a Raizen-esque posessession like in Yu Yu Hakusho, or some nirvana state that someone with the will of D can attain when they hit a certain level of strength and resolution.

I mean, it was guarded heavily by the WG. There's been a ton of foreshadowing that it's not just a rubber power.

I saw an interesting theory that Luffy's fruit is not actually the gomu gomu but instead is the keshi gomu fruit which would be rubber eraser but the eraser part of his fruit is locked till he awakens it.
