Really going to depend on both networks. I don't have the portal but have used the steam deck to stream from my PS5 and while my router wasn't the greatest, I did experience some resolution drops but no input lag.

If your phone hotspot is slower than your home network, you may be in for a bad time, and will be a data drain if you have limited bandwidth. I wouldn't be doing any Horizon of GoW on it outside the house personally
