Depends on what you mean by that. Like if you are asking was the government (which does seem to be how they are terming this law) then no I don't believe there is any evidence of such.

But that seems a rather odd distinction to make (at least in terms of a law) given how quickly they were invaded and lost the ability to act as a state. But there were certainly plenty of camps setup afterwards and plenty of Polish people who were complicit though also plenty that helped out. Basically like most of Occupied Europe really.
