Pretty much this except they are very much foreseen because well they are already happening. It's being used by some to consider basically any discussion on gender identities as a hate crime. Even though it could never be enforced as such legally wont stop some from making non legal policies based on that idea or even just take non formal actions a la that girl who recorded her getting teamed up on after showing a Peterson vid earlier in this thread
