It's a fashion thing, I can't figure out what exactly it is other than some of the constants appear to be dresses and lace. There are goth lolita's etc etc.

It's a Japanese thing. Supposed to be like Victorian era type stuff but fashion is what you make of it and their are several variants. Basically think of what is being worn in any anime where the girl is wearing something that isn't super basic but also isn't showing her boobs and usually frilly skirts
