Either early footage (but we know how that goes) or they're just going with the Megaman 8 style. I liked the Megaman 7 style, I just really despised MM8 style for some reason. I didn't dislike the game it's just, as said, has a real sluggish feeling to it animation wise.
You are technically correct (the best kind of correct) that these are 3D models, in exactly the same sense that DuckTales Remastered is also "3D models."
I was referring to the general art style, not necessarily the implementation.

I'm happy they ditched the 8 bit sprites and went with a MM7/8 look.
Got to admit I like how the power ups seem to change Mega Man's appearance slightly other than just a recolor
