He clearly gives a shit (about what Mueller is doing) - and is trying to figure out what is in his best interest. He knows he's in deep shit, and has to constantly balance whether he'd be in deeper shit if he Saturday Night Massacre'd his way through it. He knows that's a bad idea, but it may be better than the investigation continuing, so he's trying to soft-massacre Sessions/Rosenstein/etc and lay the groundwork to survive - and honestly given how permissive the Republicans have been, it's working ok so far. He probably didn't count on Sessions having *wretches involuntarily* integrity, and that's hurting him.
