Uhh, it doesn't. I'm referring to the part where you said their paperwork doesn't exist. I then said that's not entirely true.

Illegal immigrants have the ability to submit paperwork and become legal citizens but the catch is can they do it before they're deported, and the answer is often "no they can't" because doing so outs them as illegal.

I say this as someone whose friend was deported because they weren't legal and while I thought it was bullshit they submitted paperwork and are now a citizen.

Anecdotal, and much harder to do when you come from a country you're a refugee from, but that's how it is.
