I have a hard time believing he wouldn't though, given everything he's done since he disgraced himself by recommending Comey be fired - including greenlighting the raid on Michael Cohen's office. It doesn't seem at all like he's looking to bury shit.

He'll just appoint replacements through the Vacancy Act since courts don't actually enforce the restrictions on that. See Shulkin for a prime example.
