I can't read the article right now but the language in your quote is "underrepresented," IE countries from which the US doesn't typically receive many immigrants. There's nothing there about shitholes.

The congressional black caucus specifically wants to keep these "diversity" visas from countries that are "underrepresented" by other types of immigration specifically because in effect the bulk of them go to Africa and Caribbean nations.

They aren't earmarked for those countries but in effect that is who benefits.

I didn't know she was being paid less than others, even people who reported to her. It seems they need to redo their payment schedule but it's kind of unfair to say she doesn't deserve to be compensated for her work, however they decide to move money around to do it. Women being paid less for the same work comes to mind, but she asked for this bonus to compensate and she got it so I got no beef.

I am aware of who benefits under the current system. The point I was making to Tyche was that, to my knowledge, there's no language in Graham-Durbin that prevents the previous lottery visas from going to white countries that happen to be "underrepresented."

The structure of the lottery does not allow for selecting from individual countries. Under the lottery system, the world is divided into six regions, each of which receive an amount of diversity visas inversely proportional to the amount of immigrants that have come to the US from that region in the past five years. Within those regions, individual applicants are selected randomly.
