Norris 100% didn't deserve that penalty. Perez def shoved Leclerc out but I'm on the fence about a penalty but he got them because of the whole Norris thing.

I'm sure RB was bitching at the FIA about giving Norris a penalty, and after Perez do the exact same thing in the exact same spot their was no way he wasn't getting one.

The second penalty he got was entirely on Checo, he clearly pushed Leclerc out on that one.

What's the point of a rule that they're not supposed to back off from the entry to turn 9 if you're not going to do anything about it? Vettel got 3 spots on the grid penalty. Bottas was called in but given no penalty. The other 7 cars that jumped Vettel and then parked in front of him at that corner, nothing.
