Max passing for a brief second under safety car is a nothing burger, but it's still totally within Mercedes right to protest it and any other team would do the same given the implications.

Since the safety car didn't come in on the following lap like the rules state, maybe that means for that final lap that Lewis was the safety car and thus Max was never allowed to pass him

The race rules state that after lapped cars have been let through the race starts on the NEXT lap ie the race should've finished under safety car if the rules were followed.
Also there is no space in the regs to "only allow the cars through that were in front of verstappen and not others".
tldr race director made shit up on the spot and this will go through the lawyers.

Edit : both dismissed, but Mercedes is now deliberating taking it to court, which I imagine they will.
If this was a soccer game it would definitely have to be repeated, no questions asked (human errors are ok but rule errors are not tolerated, ie 2 yellow cards without a red or allowing a goal from an indirect freekick). Referees have to abide to the rulebook at all times.
But FIA Race Director apparently has overriding authority..not sure what it means but FIA might’ve given the director some powers that’ll give him the chance to keep things exciting, and perhaps for safety reasons if something is missed or in gray area in the rulebook.
From FIA’s perspective Masi did his job well, underdog won, Hamilton’s record is delayed, season/race not finished with safety car, Netflix is happy, fans are mostly satisfied with the late race drama.…so they’ll likely stand by the decisions made.
In soccer issues like these are mostly getting resolved at CAS (Court of Arbitration for Sport) so that’s probably where Mercedes will seek justice. They mostly focus on the resolution of financial disputes though, I don’t expect a favorable outcome for Mercedes.
