It wasn't that every car being black was to be under max weight (is that even in the regs?) It's the matter that every 1kg over the minimum the car is giving up anywhere between 0.1-0.3 sec per lap depending on lap distance. So upwards of 0.3 sec gained per lap at Spa.

As joked around with Alpine or the Williams pre-current regs, they were way over minimum weight so everyone in the paddock label them as slow and clunky.
