Of course he was only talking about MS-13, all you have to do is take that quote out of the context of everything else he's ever said or done and it couldn't be clearer.
MS-13 is pretty much only in California and the northeast. They are not nationwide by any stretch.

i think for most gringos using MS-13 as a catch-all boogeyman for transnational crime organizations involving the spicy Americas is a lot easier than parsing the difference between Sinaloa relative to Los Zetas relative to La Familia Michoacana relative to Trinitarios relative to The Latin Kings et cetera ad infinitum
