Roseanne harped hard in the first episode of the season that she was completely against Obama Care, because in her opinion the government couldn't afford it and she thought people should have to pay their own medical expenses. Over the course of the season, Roseanne is revealed to be suffering from a knee injury that needs surgery and there are hints of painkiller addiction before it is outed in the penultimate episode by her husband. Dan vows to get her the surgery so she can kick the painkillers, cost be damned. In the season finale, a flood sweeps through Illinois causing severe damage to their home. Dan is left with the choice of sticking with his union for his construction job and not being able to afford Roseanne's surgery, or *gasp* hire undocumented workers for cheap so he can afford the surgery. At the last minute, the fictionalized version of Trump declares the flood a federal emergency. The Connor family rejoiced because now this means they will receive FEMA money, Dan can repair the basement himself to save money, and use the rest to pay for Roseanne's knee surgery. Soooooo she ends up using government money to pay for her medical needs anyway in the end. Was that the lesson the writers intended? I don't know.
