Yes, i edited it once i read more about what they were talking about. At 1st I thought it was just talking about filtering posts, not who/what can tag/post on your feed.

Only verified Twitter Blue Plus users can block or mute other users, unless the user is a Gold or Platinum tier Blue Plus subscriber.
