It kinda is happening already although indirectly. Live events on Peacock, Paramount, ESPN+ have "Commercial in Progress" screens in lieu of actual commercials.

The incentives do exist and probably push towards a worse user experience for free version users. Think "ads on Hulu initially vs. after Hulu plus was released." Then again, they always have a strong incentive to show you ads because it makes them money. It isn't like the Amazon prime subscription stopped Amazon from badly polluting their website with ads.
Yeah, Twitter ads specifically fucking suck. I keep telling the machine I don't want to see gambling ads as like 9/10 of the ads that get pushed to me, but it never seems to get the message. I'm only slightly uncomfortable with gambling ads, but I can't imagine how someone dealing with something like gambling addiction would even be able to use the app. And no, I've never done any gambling-related or adjacent searches, and literally never even talk about gambling.
That said, what you posted sounds especially horrific...
While I usually twitter from firefox, I do occasionally from my phone and sometimes make it a game to just nuke every ad. What I've noticed since Elon took over is that periodically accounts I have blocked will get unblocked and, in turn, I'll inevitably wind up seeing ads from them again. Most often it's the big money megacorps we'd expect, which probably suggests some kind of deal to force unblocks to force the ads. Whether this is a simple money threshold anyone can buy into or just a specific "service", I couldn't say. Yet I wouldn't be surprised Elon is behind the scenes pushing his politics to override blocks, especially anti-trans rants given the estrangement of one of his children.
Which is all a long-winded way of saying the app is trash and people on mobile should just log in through that browser with ublock and shit installed. Ads inundating fucking everything is tiresome while the only people who want ads are advertisers.
Yeah... I'm really trying to shift fully over to Bluesky, but it's gonna be tough until it opens up more and gain some traction.
Pretty sure Elon is cooking up ads that are part of the site UI and not tweets that can be blocked.
