Honestly, I'm down with that.
There are so many people out there that see a blue checkmark and will take anything from that account as fact. Requiring at least some level of investment into it to keep the checkmark will theoretically weed out some of the troll/misinformation crowd.

Stay tuned for tweets that can be paid to show on top of searches, get different backgrounds to stand out more, allow more images and longer videos, have to pay to block DMs, make multiple circles, get an edit button, etc..
