Yeah, damage is normalized in the crucible. That said,the green and blue sets don't have the same resilience, recovery, and mobility or mods that legendary sets do (I don't actually remember if they have mod slots, but I'm assuming no one is putting mods in them), so that could be part of it.

Blue sets do have mod slots and since I have a crap ton of legendary mods I used them for shits n giggles lol

Only takes... 3? Coil shots to kill the blight. It's one of the easiest ones to trigger solo.
