Yes, all new 5* units (except maybe some freebies like Lara Croft) will get 7* at release. The free 5* unit in the next DQ collab also goes to 7* but I think that was an exception in JP. Some of these are sadly designed with their 7* kit in mind so if you only pull one they'll be bench material.

That's part of why I wasn't pulling on current banner... well that and it was pretty unexciting. Better to save lapis for stepups and tickets for something more exciting like Squall! I Should be hoarding for Hyou though

So JP players, have they introduced the point buy for turning in 100% TMR and if so how difficult is it to get the 7 star upgrade for limited unit?

I have two 2B and the only way I see myself getting her STMR if it ever happens; is if I upgrade them both with purchased crystals then fuse them.

They have and it requires a lot of effort. You get 500 coins for trading in a 5* unit, 200 for 4*, 100 for 3*. Awakening materials require 5k coins each so you need 10 5* base units (you trade them in so you lose the unit), 25 4* or 50 3*.
These materials rotate every 3 months or so to another collab set. Also Nier units do not have a 7* awakening yet and may never get one.

Also if I'm not mistaken any unit that you can get via raid points doesn't count, so no FFXIV units or the player-designed units allowed at trade-in.
