I thought the point of laws were so that if they were broken the (State/city) government that levies the charges is "acting as the people" as a whole, so how is it legal to pass a law where the punishment can come from individual vigilante citizens?

Doubtful; might inspire more participation from Democratic voters. How much that will help keep power in our hands is up for debate though.

Keep in mind that the GOP have done everything in their power to gerrymander districts, roll back voting rights and limit access to federal services. They are not playing by the same rulebook the Democrats are. We're busy trying to convince a couple of feckless senators in our own caucus to vote for a popular infrastructure bill so they don't tank whatever goodwill the party still has. Reddit, the media and even a few congresspeople have reacted to this ruling calling for congress to pass a law to protect abortion rights at the federal level. Perhaps I might be wrong here and please, whoever knows more feel free to correct me but it's already too late. The entire point of packing the Supreme Court with conservative justices was for situations like this. Even if by some miracle we manage to get an abortion protection bill passed through Congress, it will be immediately challenge by some state or organization and taken right back to the Supreme Court who will gleefully gut the law.

I see only two ways to potentially go forward. Both of which are lightning rods for political backlash. One is to pack the Supreme Court and I don't need to tell you how badly that will cost Democrats political capital even if it's the right decision. The other option is to add an amendment to the constitution protecting the right to abortion and good luck getting 3/4 of states to ratify something like that in this political climate.
