Doctors have that privilege where unless there's a specific law (and some states have them) that prohibits you from acting in the interest of saving a patient's life it's REALLY hard to be sued, charged, or sent to prison unless you're either grossly negligent or terrible with documentation.
Dr Day ain't going to jail for performing an emergent ectopic excision just because Governor Fuckbob thinks killing babies is bad. No court would convict for shit like that, it would be a political nightmare.
At the most this will create problems for non-emergent cases, and women most certainly will die as a result.
