The republican argument on this specific issue is that the EVs aren't paying the gas tax which goes to infrastructure, but it's probably more to do with lobbying than anything.

And that's easily remedied by charging people more to register their non dino juice vehicles each year. We don't want to do that though because the goal isn't to pay for infrastructure...it's to slow progress away from fuel burning transportation as much as possible.

You get it though, it's about lobbying dollars not doing what makes sense.
