As someone who recently went thru that shit that's it happens. I don't know if you read my fwp from a couple months back but it was pretty much as ridiculous with the added bonus of the person not being able to tell me all the things the would accept for residence that weren't on the website just some of them and some that weren't allowed that again weren't on the website... or the list she gave me for that matter. Actually brought the cop over to talk to me about it lol. Turns out the cop was 10x more understanding, helpful and actually had the real requirements and the reason for why what I had wasn't accepted
Just goes to show how stupid and archaic our national identification laws are, and that I'd gladly vote for a national ID registration. The federal/military already does this and it works magnificently well to streamline everything. On another note when I was a cashier the first time I saw an Arizona ID I was like 'wut' because those shits don't expire for 50 years.
I got a CO drivers license with nothing but orders in 2010. Before that I had an NC drivers license which I got off-post as a lowly private with nothing but my military CAC card in 2003.
I never once had the type of pain in the ass process I had until I wanted a license from VA in 2015. I had a fucking European license for 8 years that covered multiple countries with less hassle.
If you look closely most only use those as examples of a more general thing they are going for (just like proof of address is somewhat general). Like say Cali real ID (which is a little more stringent than regular ID) is
1. Identity, Such as a certified U.S. birth certificate, U.S. passport, permanent resident card, or unexpired foreign passport with valid U.S. visa and approved I-94 form.
2. Social Security number, such as Social Security Card or W-2 form with full SSN.
3. California residency, such as home utility bill that lists your name and physical address
Who doesn't accept a US passport? Getting that shit requires the other documents anyway. I have never seen a situation where a US passport isn't enough.
Back in the DUI days and Driver License suspensions, I had a friend get denied entry to a bar trying to use his passport.
It seems many people in the US dunno wtf a passport is or means.
