I agree it's pretty fucked, but I don't think it's all that bad. The bump came like 9 months after they were added. Power creep hits in more ways than just increased mods and stronger abilities too. Stats generally increase along with v2 pots that break a unit's cap, and TMR strength jumps quite a bit. A 4* unit gives a +30% attack +30% attack w/ Katana clothes. Another 4* gives a 30% attack +40% attack w/ spear materia, just as examples.

We'll see what they do with the GL ones.

problem is if you weren't hitting it before power creep bumping it means you can't even count on just eventually getting there

I can almost bet that those values will be increased for GL at release, Cloud can hit the STR requirement (7* and enhanced) without any STMR.

She's got some niche survivability niches. And both TMR and STMR are great. At 6* she was my secret MVP on scorn of the surging menace.
