Here let's break this multilayered process down: crime is committed, gets reported. Now the statistics are put in when police have a suspect and victim. However original suspects are not always the correct suspects. Police report this data to the FBI who releases these crime statistics. Not every law enforcement office cooperates with reporting since it's voluntary. THOUSANDS of crimes are unsolved and don't even have suspects. Keeping up still? THE LEO SYSTEM IN AMERICA IS CORRUPT. Now, forcing poor and PoC in coercion and false confessions is a common tactic.
