Winter Soldier was a great political thriller that also just happened to involve superheroes. TDK and WS also touch on the same basic tension between safety/order vs. freedom/chaos, with the antagonists representing extremes of the opposite sites and operating on different scales (one city vs. the world)

Winter Soldier is a fine film but it suffered from the same low-stakes no-consequences lightness the MCU phase 1 has usually trafficked in. Fury dies, but not really, Cap dies, but not really, SHIELD has been hollowed out by Nazis for decades, but don't worry it'll all be cleaned up by the end of the film and helicarriers evacuating irregularly-accented Slavs when Ultron comes. it really is well done, about as perfectly executed as that kind of superhero can be, but is a little hard-capped when you accept none of it really matters.

and your conflation of the dialectics is reductive. TDK's central conflict is between a domestic terrorist that is the personification of violent chaos and pits him against a law & order vigilante (mostly) cooperating with the existing structure, a structure that is partially corrupted by said terrorist. Winter Soldier's big bad is not chaos but rather overreach in dealing with such. totalitarian overreach pitted against a third way centrist if you will. in a Patriot Act world it's certainly interesting and is Marvel's headiest thematic work (alongside Black Panther's stew of isolationism, international outreach, and militant black liberation) but conceptually falls a little short of The Dark Knight's warring over human souls. and when you venture from concept to execution and get this

will say The Winter Soldier has an advantage in the action scenes, especially the hand to hand fighting. best fight choreography of any superhero flick hands down.

Sentiments about Hugh and Patrick's sending their characters off aside, you didn't have issues with the basic plot holes of the movie? Like how getting to Canada can't guarantee the kids' safety from a group obviously operating outside the law? Or how the kids make a plan to meet in a certain sanctuary based off coordinates in a comic book?

they certainly weren't positives but they were also mostly irrelevant. Logan is a neo-Western and in that classical sense the plot is a) simple and b) mostly a means to an end. the death of the West re-imagined as the death of the superhero/mutant era + the aging gunslinger being forced to address his past were what the movie was about (just as what its models in Shane and Unforgiven were about) and whatever is needed to set the plot in motion is just a tool. wish it was a better tool but eh, not everyone gets a whore getting her face cut up.
