Kind of but not really. The Fairness Doctrine, repealed in 1987, forced broadcast news to feature “both sides” of all news/opinion pieces. This would have never applied to CNN or Fox News or MSNBC because they are cable networks and not bound by the same regulations.

Now, one could argue that because the rule was written in the 1940s well before the advent of cable TV, of course they could not account for that and the doctrine should have been amended to include them. But then you also go down the slippery slope of government applying these rules to all new media types as they emerge (Internet, and who knows what comes after that.)
