From what I've been reading it means the federal case will no longer move forward with his death, and instead be a bunch of civil cases. People basically reading this is a bunch of rich people pay some fines and nothing of substance really happens.

It's exceptionally difficult for someone at high risk for suicide to actually commit suicide.

Suicide watch usually doesn't last a few weeks, or not in health care. Patients are evaluated daily by a psychiatrist and can be cleared when the provider feels the patient is no longer at risk. I'm not familiar with prison protocol, but I would imagine it's similar. Having someone on suicide watch for weeks is actually exceedingly rare.
