Trump to nominate Stephen Dickson, a former Delta Airlines exec & pilot, to lead the FAA.

According to a White House statement, Dickson recently retired as the senior vice president for flight operations at Delta, where he was "responsible for the safety and operational performance of Delta's global flight operations, as well as pilot training."

In choosing Dickson to lead the agency, the White House has nominated a former pilot who has flown Boeing jets, including the 737, during his career at Delta and whom it calls "a strong advocate for commercial aviation safety and improvements to our National Airspace System, having served as chairman of several industry stakeholder groups and Federal advisory committees."

It's for that reason, administration officials said, that Trump keeps returning to Ohio — this week's visit mark's his 10th to the state since taking office.

The visit is part of a 2020 Trump strategy to appear in battleground states in his official White House capacity as much as possible this year, said a person with knowledge of the plans who was not authorized to speak publicly. Trump is expected to make similar trips throughout the year as he seeks to boost enthusiasm to counter an energized Democratic base. It's a strategy employed by previous presidents, both to leverage the prestige of office for political purposes and to offset the steep costs of presidential campaign travel with corresponding taxpayer-funded events.

Trump is set to visit the Lima Army Tank Plant, which had been at risk for closure but is now benefiting from his administration's investments in defense spending. He'll also hold a fundraiser for his re-election campaign in Canton. Administration officials said the resurgence of the tank plant, which has benefited that region of the state, offers a compelling story for Trump to relate.

Trump to sign an EO that will force Universities to allow free speech or lose access to grant money. He cited an incident where a Turning Point USA recruiter was punched in the face while at Berkley, but neither the recruiter nor the guy punching attended the school.

The order tells federal agencies to work with Office of Management and Budget to ensure that colleges receiving research grants "promote free inquiry, including through compliance with all applicable federal laws, regulations and policies." White House officials say it will apply to more than $35 billion in grants.

Public universities pursuing federal funding would have to certify that they comply with the First Amendment, which already applies to them. Private universities, which have more flexibility in limiting speech, would need to commit to their own institutional rules.

How the government will enforce the order and what type of violation could trigger a loss of funding are still unclear. White House officials declined to provide specific examples and said implementation details will be finalized in coming months.
