Sure. That's why when a kid says it, you dont cancel the kid. You instruct them and illustrate why they shouldn't use that word.
When an adult does it, who's from America, you expect them to know that blackface is bad, hard Rs are bad, and racism still exists. Ignorance of it is not an excuse if you're an American living in America your whole life.

So if a white guy from a country that never had slaves were to give a hard R, then they aren't racist? I would think that, as long as they were adults, they would know the context of the word still.
Or we could make this all a lot simpler and add a metric for how reasonable it is for a given person to not understand the cultural background and implications of certain language or social gestures.
It is extremely reasonable for an alien from outer space or Isaac Newton's third cousin on his mother's side to not be aware of the social and cultural implications of using certain verbiage. It is far less reasonable for a public servant in one of the most racially diverse countries on the planet to not be aware of the social and cultural implications of using certain verbiage.

Like I get your point, it just doesnt matter cause were only talking about americans. I dont expect non Americans to k ow american history unless we directly affected them somehow. I expect the world to know we helped out in ww2, I dont expect them to know about civil rights movements in america.
