    the legislation is stating that its already that way for vaginal penetration, so instead of fixing that loophole were gonna leave the sex offender registry up to judges discretion for 10 year age gaps of people sleeping with "willing minors" for all sexual orientations. equality!

    No, it's still illegal, just not automatic lifetime sex offender registry for the 24 year old (if it's a straight couple). If it's a gay couple, that same age range would be automatic sex offender registry status for the 24 year old.
