It's a more inclusive phrase. It would refer to anyone who came out to Church for Easter, even if they were just there to support their spouse, parents, children, alcoholic friend who found sobriety in Jesus, whatever. It pretty much catches anyone who enters a place of worship on Easter Sunday.
Maybe it's different in Tejas but I hear "Worshipers" being used pretty regularly as a noun in that context so it doesn't seem so strange to refer to people caught in the bombings that way.
I guess, and again I'm not outraged over it, it's just a weird phrase to me (and I think most would agree they've never heard it in their life before), and I found it odd multiple politicians/media outlets were suddenly using it. I don't know any one that attends easter service that would be upset at being called a christian even if they are friends and family or whatever, especially in the context of these attacks which were clearly religiously motivated.
