Man, after 4 years getting a biology degree I learned that all a PhD means is you're really good at working hard, and working hard on a very specific topic. Chances are they are as dumb as everyone else on a myriad of topics.

I went to a friends graduation ceremony a few months ago and learned the University of Phoenix has a doctorate program.

I think the issue is how fucked up this chief was, and how far out of the chain of command people had to go to hold him accountable.

the armed forces have a bad record of covering up abuses, be they directed against civilians or other service members, there is a undoubtedly a wide (not universal) culture of don't report anything that will rock the boat or make us look bad. but as evidenced by this case itself there were plenty of servicemen saying fuck that and reporting it to an officer/office that gave a shit. people are bristling at Milkster acting like this one psychopath (who is being brought to justice) is the norm and using his example to invalidate all military service unless you share his view that the military is bad the wars are bad America is bad.
